alot of controversy at the last shonen jump vayu turbo vs royal oppression
it has been confirmed
Can confirm, removing vayu and sirocco are part of the effect, there is no cost to remove anything.
Divine wrath, GB chariot and royal oppression will negate the summon/effect but activation can happen again.
Cards like D.D.Crow work however, chaining to the effect to remove either the vayu or blackwing monster.
so with that vayu turbo just got incredably alot better

Its like Treeborn frog, can be activated again and again lol.

In response to you Chris, here are Vayu's rulings:
* This effect targets 1 “Blackwing” monster in your Graveyard.
* Special Summoning a monster with this effect is not considered a Synchro Summon.
* You can activate this effect even if “Discord” is active.
* If the effect of “Blackwing - Vayu the Emblem of Honor” is being negated by “Skill Drain” you can use it for a Synchro Summon while it is on the field.
* If the Synchro Monster you want to Summon with Vayu’s effect is no longer in your Extra Deck when the effect resolves, you must Special Summon another appropriate Synchro Monster instead. If you do not have one, your opponent can check your Extra Deck to verify.
* If an effect causes you to have no cards in your Extra Deck when Vayu’s effect resolves, you still remove from play Vayu and the selected “Blackwing” monster.
* If Vayu or the targeted “Blackwing” monster isn’t in the Graveyard when this effect resolves, the effect is not applied.
By considering the first ruling, Vayu's effect simply targets the other Blackwing monster in your graveyard. If it removed it as part of a cost for the effect, then the card in your graveyard would not be targetted. As Vayu and the other Blackwing monster are not removed as part of a cost for the effect, then negating Vayu's effect via Chariot/Oppression/Wrath will mean that the monsters are not removed and can hence be activated again. Hope that makes sense Chris.
NOTE: Netrep did not have the rulings listed for Vayu, so I got these from Wikia. But if you'd like a more official ruling, you simply need to look for the one listed here that states that Vayu targets another BW monster. _________________ 2009 Worcester Regional Champion |

Reading through the coverage on Yugioh-Card.com you can see that this is the way that the rulings have been made. In many feature matches both Oppression and Light and Darkness Dragon are used to Negate Vayu, and the Vayu and Blackwing monster both stay in the graveyard, not being removed as it is a cost.
War Chariot/Divine Wrath are no different than Light and Darkness, Doomcalibur and the list of of monster negating effects. They have to be chained to the activation of the effect. As with Oppression, it has to be activated when the card that will special summon a monster is also activated.
I can see where the ruling comes from:

cheers andrew could'nt have said better myself
there were alot of rulings given out at this weeks shonen jump in florida
an official ruling by head judge franklin debrito was made that vayu + target is not a cost to remove i u can simply keep activating oppression and i can activate it again
how ever if i activate vayu and target sirroco with its efftct if u chain d d crow or disappear or transmigration prophecy vayu just fizzles _________________ Birmingham city yugioh champion 2008
