I think Dark Strike and Rescue Cat will be limited to 1 but not banned, maybe limit or semi limit x sabre airbellum.
I think rescue cat isn't the problem, it's what it can get (2x x sabre) that makes it such a good card, restrict what you can get and you will make rescue cat less effective.
I would love to see Mezuki and Plaguespreader increased to 2 per deck, give zombies back some of what was taken away from them, maybe put them at top tier status? I can hope anyway lol

This is what I mean, the problem is not Rescue Cat itself its what it gets 2 X-Saber Airbellum which usually ends up as Dark Strike Fighter and X-Saber Airbellum.
Dark Strike Fighter I wouldn't be so sure about because it's a game changing card like DMOC was in conjunction with Monster Reborn a couple of formats ago. When you could just go Monster Reborn > DMOC > Monster Reborn > Opponents DMOC > Monster Reborn > Another Monster.

if black whirlwind gets limited to 1 very few ppl will run it
not worth runing one of a card unless its sumthing like dad or gold sarc or even gorz
running black whirlwind is pointless i mean yer its an awsome card but not worth running one of
i spose it clears up room for vayu

you are SO wrong if it goes to one everyone will still run it as its one of the main cards in the deck and considering you could gold sarc it if you really wanted to, even at 1 this card will still be awesome
rescue cat should be banned otherwise kitty synchro could still work and more to the point with what could be gettin banned then it needs togo as gb would have to much of an advantage
also id like to mention another card which has got to be put down to 1 or 2 preferably 1 and thats tragoedia thi card will be to broken to leave at 3
